Presidents of Russia and Kyrgyzstan Agree to Deepen Allied Relations

Presidents Vladimir Putin of Russia and Sadyr Japarov of Kyrgyzstan held talks in Bishkek on November 26 and signed a joint statement to deepen allied relations and strategic partnership, according to Kremlin.ru and President.kg.

Putin arrived in Kyrgyzstan on November 25 for a state visit, accompanied by a delegation that included seven ministers, the head of Rospotrebnadzor, the chair of the Russian Central Bank, and other officials and business representatives. Japarov personally greeted Putin at the airport.

The November 26 talks were held in an expanded format. The discussion focused on key aspects of bilateral cooperation, including economic ties — particularly within the Eurasian Economic Union (EAEU) — as well as infrastructure, energy, industrial, and humanitarian projects.

Japarov noted that Russia remains Kyrgyzstan’s strategic ally and a major trade and economic partner. He said the number of Russian companies operating in the country tripled in 2025 to 1,800. Cooperation also spans education, culture, and migration policy.

“Russia has been and remains a strategic ally, a reliable partner, and a true friend for Kyrgyzstan. We highly value our strong, multifaceted relations with fraternal Russia,” Japarov emphasized.

Putin said Russia is Kyrgyzstan’s leading trade and economic partner, with investments exceeding $2 billion. Last year, bilateral trade grew by 13.6 percent to a record $4.1 billion; in January–September of this year, it increased by another 17 percent. About 97 percent of all payments are conducted in national currencies.

“We are pleased to note that under your leadership the republic is a stable and reliable partner from a domestic political standpoint, and this is one of the key conditions for the further development of our bilateral trade, economic, and investment ties,” Putin told Japarov.

During the visit, the sides signed a package of documents, including memorandums and cooperation agreements on strategic planning, migration, healthcare, construction of a campus for the Kyrgyz-Russian Slavic University, and military-technical cooperation. They also approved the legal framework for interior ministry and migration service offices in both countries. A protocol amending the 2017 military-technical cooperation treaty was signed.

The main document was the joint statement on deepening allied relations and strategic partnership. It reaffirms the leaders’ commitment to the principles of independence, sovereignty, and territorial integrity.

Political cooperation includes regular high-level dialogue, support for a multipolar world order, and the development of an indivisible security architecture in Eurasia through the CSTO, CIS, SCO, EAEU, and participation in international organizations.

Trade and economic cooperation aims to increase and diversify bilateral trade, strengthen industrial cooperation, promote digitalization, and expand investment in energy and infrastructure. The work of the Russian-Kyrgyz Development Fund and the Eurasian Development Bank was noted.

In the defense sphere, plans include deeper military-technical cooperation, joint exercises, personnel training, strengthening military facilities, and enhanced law-enforcement coordination against terrorism and crime.

In the humanitarian field, the sides plan to build schools and university campuses, expand cultural exchange, and promote the Russian language. Migration policy measures include streamlining migration procedures, protecting migrant rights, and using digital technologies.

Putin thanked Japarov for the warm reception and invited him to visit Russia on a return state visit.
