Kyrgyzstan’s President Sadyr Japarov has appointed a new secretary of the republic’s Security Council — Adilet Orozbekov. The corresponding decree was signed on February 12, the presidential press service reported.
Before this appointment, since December 2025 Orozbekov had served as a state inspector in the department for defense, law enforcement, and security of the unit overseeing the implementation of decisions by the president and the Cabinet of Ministers within the presidential administration.
On February 10, following the dismissal of Kamchybek Tashiev as head of the State Committee for National Security (GKNB) of Kyrgyzstan, several personnel changes took place in the security bloc. In particular, Japarov relieved Security Council Secretary Rustam Mamasadykov of his post, appointing him first deputy head of the special service. Zhumgalbek Shabdanbekov became acting head of the GKNB.
The president has now approved a new secretary of the Security Council.
Adilet Orozbekov was born in 1978. He graduated from the International University of Kyrgyzstan with a degree in diplomacy and international law and also studied at the Academy of the Federal Security Service (FSB) of Russia. He holds the class rank of State Civil Service Adviser, 1st Class, and the military rank of colonel.
According to the presidential press service, Orozbekov has extensive experience in the security services. At various times, he served as deputy head of a department within the Directorate for the Protection of the Constitutional Order, head of the international cooperation department, and chief expert at the antiterrorism center. He also worked at the Ministry of Foreign Affairs, in the office of the national coordinator for Shanghai Cooperation Organization affairs, and as an expert at the Situation Center of the Kyrgyz presidential administration.
