Starting June 1, 2025, Uzbekistan will implement a new rule that allows foreigners to obtain a residence permit (RP) under a simplified procedure by contributing $250,000 to the state budget. This provision is outlined in a decree by President Shavkat Mirziyoyev, dated April 18.
By making the specified contribution, foreign nationals will receive a residence permit valid for five years. They will also have the right to apply for similar documents for their family members, including spouses, children, and parents. For each additional family member, an additional $150,000 will need to be paid. Purchasing real estate is not required.
According to Gazeta.uz, currently, foreigners or stateless persons who have been residing in Uzbekistan permanently and are at least 16 years old can obtain a residence permit. This also applies to other individuals who live in the country but are not citizens of Uzbekistan for various reasons.
Additionally, there are existing provisions for obtaining a residence permit after purchasing real estate:
✅ In Tashkent and Tashkent region—at least $300,000;
✅ In Samarkand, Bukhara, Namangan, Andijan, Fergana, and Khorezm regions—at least $200,000;
✅ In Karakalpakstan and other regions—at least $100,000.
Residence permits granted through investment in the economy are commonly referred to as «golden visas.» Such programs are in place in Portugal, Spain, and the UAE. The goal of these programs is to attract money from wealthy foreigners into the national budget. For example, in the UAE, a golden visa is issued for 10 years if real estate worth at least $545,000 is purchased. In Spain, foreigners can also obtain the visa by investing in real estate, securities, local businesses, or by opening a bank deposit, with a minimum investment of 500,000 euros. In Spain, the golden residence permit is issued for three years, with the possibility of extension.
A residence permit is a document certifying the identity of a foreign citizen or stateless person, issued as confirmation of permission to reside in a particular country.
